Profile:
The Department of Health, working with the Regional Health Authorities, launched a review of non-clinical services with a mandate to examine how to better manage the approximately $250 million the RHA?s spend annually on goods and services not directly related to providing clinical care.

As a result, the Government of New Brunswick has established FacilicorpNB, a new public sector company to assume responsibility for some of the non-clinical services and programs in a phased -in approach over three years. These services are:

Materials management
RHA and applicable Department of Health information technology services
Accounts payable / accounts receivable / payroll systems
Telecommunications
Clinical engineering
Energy retrofitting
Laundry
Upon completion of their development , the electronic health record and associated information technology systems will be managed by FacilicorpNB. Information systems within the Department of Health that support the direct delivery of health services will also be transferred to FacilicorpNB.

Consolidating these services will make non-clinical operations more efficient. Savings will come from centralizing the management of these services, standardizing processes, and leveraging greater critical mass in the procurement of goods and services. The impact on current jobs will be minimal and will be addressed either through attrition or retraining.

The change is expected to generate savings of $4.6 million per year within three years and $19.4 million annually within five years. Savings will be redirected into new and enhanced information and technology systems, including those needed to create the One Patient One Record system, which is the electronic health record being developed to provide better, safer care for New Brunswickers. By transferring non-clinical responsibilities to FacilicorpNB, the RHA?s will be able to better focus on delivering clinical services to New Brunswickers.

The transition of services to FacilicorpNB will not affect local spending by the RHA?s, as it is more efficient to purchase some items locally.

FacilicorpNB, the new company, will be included in Part III of the public service and existing classifications, pay rates and collective agreements will not be affected. All existing collective agreements will be respected under FacilicorpNB.

Jurisdictions such as British Columbia, Alberta and Ontario have taken a similar approach to consolidating services, which is considered a best practice to reduce costs.

FacilicorpNB has a board of directors with representation from the Regional Health Authorities and experts in areas such as negotiations, procurement and contract management. Board members have been appointed by the Lieutenant Governor in Council.
